The difference is that if it display's "chat" under their picture then you have the ability to click on that chat link and have a real time instant message conversation. If it says "online" under their picture, it just simply means that they are logged in to the site at the moment but have disabled the chat option, in which you would have to message them the normal way via the sites internal message/email system. I believe the number of minutes shown under the picture is an indication of the time elapsed since they last logged into the site, which has some use since it indicates a person's level of activity on the site.
